Harker Mr. Harker has more than 10 years of experience in real estate law, taxation of real property, purchasing of secured assets, asset management and portfolio servicing. He is directly responsible for managing more than 25,000 accounts in different markets across the country, and $100 million in secured assets since 1997. Stephen received B.S. degrees in Economics and Political Science from Towson State University in 1992. In 1994, he joined a local tax lien investment company, where he managed the company’s foreclosure portfolio, and prepared pleadings and abstracts to facilitate foreclosure proceedings. Mr. Harker joined Capital Asset Research Corporation in 1996, where he created and managed a local Maryland tax lien management database, coordinated diligence for tax liens and real estate, and managed the company’s foreclosure department. In 1997, Stephen became the company’s Regional Vice-President and State Portfolio Manager. In addition to managing the local field office in Maryland, he purchased, managed, and serviced tax lien certificates and real estate in Maryland, the District of Columbia, Alabama, Connecticut and New York. Stephen received his Juris Doctor from the University of Baltimore School of Law in 1998, and was admitted to the Maryland Bar in 1999. His knowledge and experience of judicial and administrative foreclosure processes, disposition of real estate and non-performing assets and portfolio valuation make him a valued resource for tax lien foreclosures in Maryland.
