Stephen L. Harker, Esq.

As a former Regional Vice President and State Portfolio Manager for Capital Asset Research Corporation, Ltd., his responsibilities included the purchase, management and servicing of tax lien certificates and real estate in Maryland, the District of Columbia, Alabama, Connecticut, and New York; portfolio oversight of collections, foreclosures, and legal services; review and disposition of non-performing assets; portfolio valuation, purchasing and budgeting; and collaboration with state and local governmental officials addressing administrative and legislative changes for a variety of taxing issues. Mr. Harker has over 10 years of experience in the taxing industry and was with the company since 1996 . He has a Bachelor of Science in Economics and Political Science from Towson State University, a Juris Doctorate from the University of Baltimore, and is a member of the Maryland State Bar.
